If you need a website that needs to be remembered for 10 years (I doubt it) listen to this guy. Otherwise, keep concerning yourself with providing the best experience to your users, and use all the javascript you need to make that happen...

JS is not just a nice to have add-on so much depends on it especially in applications. I don't agree with this naive article, it sounds like the guy only worked on basic blog articles.
